简要规则描述：为切实加强上海黎明资源再利用中心项目监管工作，提高上海市浦东新区生活垃圾无害化处理水平，维护城市公共安全，本项目拟通过公开采购的方式，选取一家合格的供应商，对上海黎明焚烧厂的运营进行监督管理，以实现废弃物处置全过程监管的理念。服务范围包括：督促运营方在垃圾焚烧、环境污染控制、安全保护等方面规范运行，为政府监管部门提供垃圾焚烧发电厂（相关）技术、财务、法律等方面咨询服务。（具体详见第三部分—采购需求）。
Brief Specification Description: In order to effectively strengthen the supervision of the Shanghai Liming Resource Reuse Center project, improve the level of harmless treatment of domestic waste in Pudong New Area, Shanghai, and maintain urban public safety, the project intends to select a qualified supplier to supervise and manage the operation of Shanghai Liming Incineration Plant through public procurement, so as to realize the concept of whole-process supervision of waste disposal. The scope of services includes: supervising the operators to standardize the operation of waste incineration, environmental pollution control, safety protection, etc., and providing government regulatory departments with (related) technical, financial, legal and other consulting services for waste incineration power plants. (For details, please refer to Part 3 - Procurement Requirements).

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is not specially for small and medium-sized enterprises to procure, and small and micro enterprise products enjoy a 10% price discount during the reviewes; 2) Supporting welfare units for the disabled and treating them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names);
(4) Subcontracting is not allowed for this project.
